Research summary
Mayoral transitions are a little-studied but essential period for the development of foundational resources on which mayors rely for the duration of their tenures in office. Newly-elected mayors can prepare and plan for their transition work by systematically mapping and comparing their existing resources with those that they anticipate to be necessary for effective governance.
